This is a fascinating article, Indra. "A Bold Proposal" is an understatement.

You may be interested to know that, around here, we'd say you've placed your proposal in an Overton window, and that it could develop there into a widely-acceptable idea.

For any proposal, there's an Overton window: people's possible opinions of it, ranging from Unthinkable to Radical, then Acceptable, then Sensible, Popular, and finally Policy. A person might broach a subject that's Unthinkable, such a breaking India into seven countries. But if others talk about it, and expand on it, the idea may move within the Overton window to being only Radical. If the subject keeps being discussed, and by people who are listened-to and respected, it shifts to Acceptable. In time, it could even become Policy.

So I'm wondering, Indra: does your proposal have legs? May it move over time within the Overton window to a point where people seriously consider it, or even implement it? Who knows? Someday it may turn out that you placed the "Seven Countries" idea in an Overton window, where it subsequently moved to Acceptable and beyond.

In case you're wondering why I'm aware of the Overton window, the phrase was coined by a member of a think-tank located here in the State of Michigan, in a town three hours southeast of me, and near to where I used to work.
