It's bonkers that the Ottawa board nominated Kelly to be the county Public Health Officer. Fortunately, the state has standards for who can hold a PHO position. A masters from an online Alabama school may not be enough for Kelly to be eligible. However, if his name gets tossed, the Ottawa board will find someone who thinks like him.
