I don't expect our forces to consider whether an order is illegal. We discussed the concept of "illegal order" when I was in the Navy. We were told to fuggetaboutit. Military disciple must never be compromised: if we were given an order, follow it. Yes, the My Lai Massacre came up; it happened only six years before I took the oath in '74. But that was the rare circumstance when an order was obviously illegal. Normally, said our officers, there might be room for doubt. But if in doubt, again, military discipline must be maintained. So when given an order, follow it, and deal with the consequences later.
