Good afternoon Edward. The situation you describe reminds me of a similar one over here: sin taxes are sagging because people aren’t committing the related sins enough. The solution, for many states, is to tax more sins. Their go-to target: marijuana. Is that product widely used in Japan? Is it legal and taxed? If not, is serious thought being given to legalizing marijuana, then imposing a tax on sales?
